OpenAI and PayPal: How AI Agents Are Learning to Shop

OpenAI has announced a partnership with PayPal that will see commerce functionality built into ChatGPT through the Gen AI leader’s Agentic Commerce Protocol.
Developed by OpenAI, the protocol creates the technical infrastructure for AI assistants to move from conversation to transaction, handling product discovery, selection and purchase completion within a single interface.
ChatGPT currently processes hundreds of millions of user queries weekly. Many of these interactions involve product research or purchasing decisions. The PayPal integration will allow ChatGPT to complete these commercial interactions rather than directing users to external websites. This capability transforms the AI assistant from an advisory tool into a transactional agent.
The architecture relies on PayPal adopting the Agentic Commerce Protocol to connect its merchant network to ChatGPT. From 2026, the AI assistant will have access to product catalogues from tens of millions of businesses. Users will be able to discover products through natural language conversation and complete purchases using PayPal's payment infrastructure without leaving the ChatGPT interface.
Agentic Commerce Protocol enables AI systems to execute transactions
The Agentic Commerce Protocol represents OpenAI’s framework for autonomous commerce within AI systems. The protocol defines how language models can interface with payment infrastructure, merchant databases and transaction processing systems. PayPal's implementation of the protocol establishes the technical standards that other platforms may follow.
The technical implementation involves multiple layers. ChatGPT’s language model interprets user requests and identifies purchasing intent. The Agentic Commerce Protocol translates this intent into structured queries against merchant catalogues. PayPal’s ACP server processes these queries and returns product data. ChatGPT presents options to users in conversational format. When users confirm purchases, the protocol handles payment authorisation through PayPal’s infrastructure.
This architecture removes the need for individual integrations between OpenAI and merchants. PayPal operates as an intermediary layer, managing merchant routing, payment validation and transaction orchestration. The company’s existing relationships with tens of millions of businesses become accessible to ChatGPT through a single protocol implementation.
Natural language commerce changes how AI interprets shopping intent
The 2026 launch will introduce natural language product discovery at scale. Users will describe what they need in conversational terms rather than using keyword searches or category browsing. ChatGPT will parse these descriptions, identify relevant product attributes and query connected merchant catalogues.

ChatGPT can interpret this as a query for insulated outerwear, cross-reference it with outdoor activity requirements and present relevant products from apparel merchants.
The merchant integration spans multiple sectors including apparel, fashion, beauty, home improvement and electronics. Each sector requires different product attributes and discovery patterns. The Agentic Commerce Protocol provides a standardised method for ChatGPT to interact with these diverse catalogues whilst maintaining conversational coherence.
OpenAI Instant Checkout handles the transaction completion phase. When ChatGPT identifies that a user wants to purchase a presented product, the system initiates PayPal's checkout flow. Users can complete payment using their PayPal wallet, which supports multiple funding sources including bank accounts, balances and cards. The entire process occurs within the ChatGPT interface.
OpenAI technology deployment extends beyond consumer commerce
PayPal is implementing ChatGPT Enterprise across its 24,000-person workforce. This deployment represents a test case for how organisations integrate agentic AI into operational processes. The enterprise version provides employees with access to ChatGPT's capabilities whilst maintaining data privacy and security controls.
The company's engineering teams will use Codex, OpenAI's code generation system. Codex translates natural language descriptions into functional code across multiple programming languages. This capability allows developers to describe desired functionality conversationally rather than writing syntax manually. PayPal states this will accelerate product development cycles.
PayPal is also expanding direct API access to OpenAI's models. This integration allows the company to embed AI capabilities into its own products and services. The API access provides programmatic control over language model functionality, enabling PayPal to build AI features into payment workflows, fraud detection systems and customer service operations.
